CALL FOR PROPOSALS: PUBLIC-PRIVATE PARTNERSHIP (PPP) EXPERT

Connectology is currently seeking a financial expert with in-depth knowledge of Public-Private Partnership (PPP) models, specifically within the nature restoration space, as a part of MERLIN project. The role focuses on helping restoration managers access financing through effective PPP frameworks to drive nature-based solutions (NbS) in ecosystem restoration.

MERLIN (https://project-merlin.eu) is a landmark project funded by the European Commission, with a budget exceeding 20 million euros. The project aims to transform ecosystem restoration practices across Europe by integrating Nature-based Solutions (NbS) and fostering systemic change. MERLIN’s scope covers 17 ecosystems across Europe, ranging from Finland to Israel, with ongoing restoration of rivers, wetlands, bogs, and streams. The project includes 44 partners, including universities, research institutes, conservation organizations, and public and private stakeholders, all working together to develop and scale NbS initiatives for long-lasting environmental, social, and economic impact.

ROLE OVERVIEW:

KEY DELIVERABLES:

1. Report: A detailed analysis of how PPP frameworks can support nature-based restoration projects, including case studies of successful implementations. Connectology will provide a template for the report.
2. PPP Entity Directory: A comprehensive list of PPP organizations, including names, contact details, and brief descriptions of their relevance to nature restoration projects.

Both deliverables to be completed by 15^th January 2025.

RESPONSIBILITIES:

• Ensure the proper implementation of project activities and milestones.
• Provide administrative and financial support related to project management.
• Guarantee the timely delivery of all high-quality deliverables and reports.
• Identify and pursue additional project opportunities, including drafting proposals and applications.
• Foster and maintain strategic partnerships to enhance project outcomes.

QUALIFICATIONS:

• At least 10 years of experience in the financial sector, particularly working with PPP frameworks.
• Proven experience applying PPP models to nature restoration or similar environmental projects.
• A Master’s degree or equivalent qualification in relevant fields such as business, economics, environmental sciences, or international relations.
• Fluency in English, both written and spoken.
• Familiarity with European Union (EU) funding mechanisms and Nature-based Solutions (NbS) is a plus.

SELECTION CRITERIA:

• 60%: Relevant experience and fulfilment of technical requirements.
• 40%: Financial proposal.

Connectology reserves the right not to select any candidate if the proposed budget exceeds project limits or the candidates’ qualifications do not sufficiently meet the project’s needs.
